Welcome to the 12th IEF Conference

September, 2013, Vilnius, and another summer of living easy has just gone by! It is time to welcome your refreshed minds and bodies to two days of intellectual, scholarly and reflective engagement on Social Sustainability and Economic Security: The Agenda for Entrepreneurship in the 21st Century. Welcome to a forum of ‘change-making’!
Governments, institutions, industry and society continue to juggle with established instruments and tools to grapple with the uncertain present and the unknown future. Social and political conflicts rage across the world even as Facebook and Twitter connect us across uncertain spaces and in limited time. Banks do not lend but corporate are awash with money; governments wish to reduce budget deficits but apply greater pressures on sometimes the most vulnerable in society; bonuses abound while the Fannie Maes disintegrate; economies seek innovative solutions but governments and firms ignore possibilities for democratising opportunity search and realisation; we seek global solutions but appear to entrench local problems; and the world is seen sometimes as technologically flat but spatially and contextually spiky. These antinomies of our times call for new forms of engagement that affect the way we live now and the legacy that we leave behind for future generations.
Our purpose is to invoke the thought processes and tools that generate effective and productive entrepreneurship to act as major catalysts for social and economic progress. Our goal is to effect both incremental and structural change at a time when our elite do not appear to be able to respond creatively to major economic and social challenges. To do so calls for a response of entrepreneurial people, organisations, policies, and environments to create productive outcomes out of a range of destructive disconnects of our times – ecological, financial, technological, governance and leadership. These are the big issues that you as important delegates are addressing through our innovative plenary, panel, parallel and empathy sessions. These interactive sessions explore issues focusing on the centrality of the role of women, of education and training, of specific communities and spaces of entrepreneurship, the use of social media and the interplay of different institutions. The empathy is in our expectation of a rich fare from committed and networking individuals.
Each year we reinvent ourselves by seeking to offer unique platforms for discourse, argument and resolution, avoiding the litany of sameness that characterise so many events. This year we work as a smaller but close knit group. Our researchers discuss their findings, our panellists respond to topical themes of the day to find an entrepreneurial response, and our key speakers harness the momentum of our discussions through their leading insights - all nurturing fresh thinking and prospective action plans for generating new opportunities.
There is always effective mobilisation of resources behind any venture. The continuing support of the OECD’s Centre for Entrepreneurship and the Local Employment and Economic Development provides us with the necessary strength of institutional legitimacy. Our part nership with the General Jonas Žemaitis Military Academy of Lithuania offers us our critical regional presence, and our involvement with key support organisations enable us to work with confidence. We thank them all enormously. We believe that this conference will provide a launch platform for an entrepreneurial resolution of the problems of social sustainability and economic security in our times. This could only be possible because of you and your dedication to the necessary debate and discussions which we hope you will enjoy over the two special days of September, 2013.

Professor MITRA, JAY

Jay Mitra is the Professor of Business Enterprise and Innovation and Director of the International Centre for Entrepreneurship Research at Essex Business School, University of Essex, UK. Professor Mitra has acted as a Scientific Adviser to the OECD (Organisation fo r Economic Co-operation and Development) and as the Head of the Scientific Committee on Entrepreneurship for the OECD’s Centre for Entrepreneurship and the LEED (Local Economic and Employment) Programme at its Trento Centre and in Paris. He is a Visiting P rofessor at the Institute of Management Technology in India and has held similar positions at the School of Management, Fudan University, and the School of Public Policy at Jilin University, both in China.

Prof. dr. Manuela Tvaronavičienė holds position of professor at Vilnius Gediminas Technical University and The General Jonas Žemaitis Military Academy of Lithuania. She is a joint editor-in-chief of Journal of Security and Sustainability Issues, member of editorial boards of Journal of Business Economics and Management (Web of Sciences), International Journal of Trade and Global Markets (Elsevier, Cabell’s directory), Journal of Women's Entrepreneurship and Education (Akamai University, USA) etc. She is expert at Lithuanian Council of Science and expert at National Center of Science and Technology Evaluation, Ministry of Education and Science of the Republic of Kazakhstan for evaluation scientific projects submitted for the EU funding.

ALMINAS MAČIULIS
Chancellor of the Government of Republic of Lithuania

Dr. Alminas Mačiulis started his career as economist and reasearch fellow at the Institute of Economics of Lithuanian Academy of Sciences Since 1992 he has held high positions in Ministry of Transport and Communications of Lithuania (he worked as Director of T ran sport Policy and Investments Department, Director of International Relations and European Integration Department, Vice-minister, State Secretary of Ministry of Transport and Communications). In year 2012 Alminas Mačiulis has been appointed by Prime Minister Algirdas Butkevičius as Chancellor of the Lithuanian Government.

Commandant Col. EUGENIJUS VOSYLIUS
Rector of Military Academy of Lithuania

Col. Eugenijus Vosylius is Commandant of The General Jonas Žemaitis Military Academy of Lithuania. His professional development took place in Sweden, Poland, Netherlands and Lithuania. He has worked as Chief Officer, NATO Military Liaison Mission in Moscow, International Military Staff (IMS),Defence Attaché (to Poland, Cz ech Republic, Hungary, Slovenia, Slovak Republic, Croatia), Permanent Representation of the Republic of Lithuania. Currently he holds a position of rector of Military Academy of Lithuania.

Professor ACS, ZOLTAN

Zoltan J. Acs is University Professor at the School of Public Policy and Director of the Center for Entrepreneurship and Public Policy. He is coeditor and founder of Small Business Economics, the leading entrepreneurship and small business publication in the world. He is also a visiting professor at Imperial College Business School in London. His career has focused on the link between innovation and entrepreneurship in industries, cities, and worldwide. In May 2010 Acs joined the Office of Advocacy as chief economist. As chief economist, Acs focuses on small business dynamics and entrepreneurship.

ARZENI, SERGIO

Sergio Arzeni is the Director of the OECD Centre for Entrepreneurship, Small and Medium-sized Enterprises (SMEs) and Local Development . The Centre oversees the work of the Local Economic and Employment Development programme (LEED), the Working Party on SMEs and Entrepreneurship , the Tourism Committee , and the OECD LEED Trento Centre for Local Development (Italy). Mr. Arzeni has worked at the OECD for over 20 y ears. Prior to joining the OECD, Mr. Arzeni served as an economist for the Italian Parliament, the Italian Trade Unions and the European Commission. As an economic journalist he has contributed to several Italian and international newspapers.

Dr. Bibek Banerjee is the Director of Institute of Management Technology Ghaziabad and Academic Mentor of Group - IMT (India). Prior to joining IMT, he spent 18 years at the Indian Institute of Management Ahmedabad, where he was Professor of Marketing & Economics. Dr Banerjee earned his PhD as well as his MS degrees in Economics and Marketing Sciences from Purdue University, USA; after earning his BSc (Honors) degree from St. Xaviers’ College, Kolkata.

Dr. Mantas Bileišis is an Assoc. Prof. at the Institute of Public Administration at Mykolas Romeris University (Vilnius, Lithuania) and teaches Systems Approach in Public Administration and other Public Administration subjects. Has read intensive courses at universities in Belgium, the Netherlands, Turkey, Poland. Has authored multiple articles and co-authored two books. His area of scientific interest covers: comparative public governance, relations between state and society, impact of social institutions on organizational outcomes.

Dr. Christian Friedrich is a Professor at the Department of Management, University of the Western Cape, South Africa and Professor at the University of Applied Sciences, Giessen, Germany.From 1975 to 1981, Dr. Friedrich was a Business owner (IAP Unternehmensberatung in Frankfurt) with focus on HR management, ie Assessment Center and Training. He had cooperation with companies like Bayer, Hoechst, Metallgesellschaft, Daimler, Commerz Bank, and German Foreign Ministry, EU. He was also a part - time lecturer at the University of Giesse n and Bochum (Germany). He became 10 Professor for organizational psychology at the University of Applied Sciences in Giessen, Germany in 1982.

Michael Fritsch is currently Full Professor of Economics and Chair of Business Dynamics, Innovation, and Economic Change at the Friedrich-Schiller-University Jena. He is also Research Professor at the German Institute for Economic Research (DIW Berlin), the Halle Institu te for Economic Research (IWH) and at the Max Planck Institute for Economics, Jena. Michael Fritsch has received his degrees in economics (Diplom Volkswirt, Ph. D., Habilitation) from the Technical University of Berlin. From 1992-2006, he was a Professor of Economics and Chair of Economic Policy, at the Technical University Bergakademie Freiberg.

Alex Gibb currently heads Corporate Sustainability for SEB bank, the leading bank in the Baltic States. His experience in the region has covered public, private and non-governmental sectors, including ten years as the director of a British NGO, promoting rural development in Lithuania and Belarus. Alex is passionate about entrepreneurship, having led several startups and operated as a non-executive director to various e-commerce firms and Invest Lithuania, the country’s main FDI promotion agency. He is constantly seeking to identify new entrepreneurial talents with a strong sustainability ethos; Alex believes in empow ering people to make a difference.

JOHNSON, CANDACE

Candace Johnson is an international telecommunications expert and entrepreneur. She is co-initiator of the Astra satellite system and SES Global, one of the world's largest satellite systems in the world. She is also founding President of Europe Online, the world's first and largest independent Satellite Broadband Network, and founder of Loral Cyberstar-Teleport Europe, Europe's first independent, private trans-border satellite communications network. Ms. Johnson is also founding President of the VATM, the Association of Private Telecom Operators in Germany and founding President of the Global Telecom Women's Network (GTWN). She has continued to be a long-time member of the Board of Directors of all of these companies and organisations at various times throughout the years. Ms. Johnson is also President of Johnson Paradigm Ventures (JPV). Ms. Johnson is a founding member of the Board of Directors of Sophia Euro Lab.

Professor KORSAKIENĖ, RENATA
12th IEF Conference: Panellist in Panel 1 "Women and Social Sustainability and Economic Security: the role of Gender and Entrepreneurship"

Assoc. Prof. Dr. Renata Korsakienė currently works at Vilnius Gediminas technical university and Lithuanian Military Academy. Dr. Korsakienė’s research focuses on strategic management, change management and human resource management issues. She has authored more than fifty publications and six made up of books and research articles, published in scientific journals, indexed and abstracted in numerous international databases and refereed international conference proceedings in Europe and Asia. Dr. Korsakienė has delivered courses in different universities in a number of countries including Switzerland, Spain, Portugal, and Turkey. She has gained awards and international recognition, for example, from the Latvian Government and International Entrepreneurship Forum.

Dr. Catherine Léger-Jarniou is Associate Professor in Management at the Paris-Dauphine Université in charge of the master's degree in Entrepreneurship. She is specialized in entrepreneurship and has participated in international research projects. She is president of the PEER network and member of the ECSB and ICSB networks in entrepreneurship. She ha s published articles in scientific journals and book chapters, and regularly reviews manuscripts for a number of academic journals. She is editorial adviser for DUNOD's publications in entrepreneurship.

Professor PRAUSE, GUNNAR

Gunnar Prause is Professor at Tallinn School of Economics and Business Administration in Estonia and Wismar Business School in Germany. He is Co-Leader of the Centre for Business Research and Development at the Department of Business Administrat ion at Tallinn University of Technology and Board Member of the Institute of Cooperative Studies at Humboldt University Berlin and Board Member of the Baltic China Science Park Network. He studied Mathematics, Informatics and Business Administration and held and published a large number of presentations and papers on entrepreneurship, SME management, logistics and maritime business, business informatics and regional development for intern ational refereed journals, international conferences and seminars. Professor Prause enjoys a long experience in national and European projects.

Dr. Agota Giedrė Raišienė is a president of Academic Association of Management and Administration. She is a co-owner of JSC "Bridge2Apex" and she has an extensive experience in training top managers of both public and private sector organizations. Agota Giedrė is also a researcher and professor at the Institute of Management at Mykolas Romeris University (Vilnius, Lithuania). Her main Universit y teaching subject is organizational behavior and her scientific research field covers inter-organizational partnership and collaboration, leadership, computer mediated communication, and e-tutoring.

Murtala S. Sagagi is a professor of Business and Entrepreneurship and the Director Centre for African Entrepreneurship Research & Training, Bayero University Kano, Nigeria. His academic portfolio includes teaching, research and consulting on different aspects of d evelopment/business strategy, entrepreneurship, Public-Private Partnership, private sector development, etc. Sagagi was published by Routledge, Emerald, Adonis & Abbey, University of Ibadan Press, among other reputable publishing outlets. He coordinated in ternational project/activities funded by the World Bank/DFID, British Council, United States Government, and other development partners.

SCHONENBACH, RALPH

Ralph Schonenbach is the CEO of Trestle Group and on the Board of Trestle Group Foundation. He has held senior positions with the firms Andersen and Ernst & Young. Over the span of his career, he has established several successful consulting practices with a primary focus i n the financial services industry and has advised high-level executives around the world on how to transform the way they manage and deliver services, as well as how to tackle the pressures brought about by resource constraints. Through Trestle Group Found ation, he is passionately involved with providing support to both women and emerging entrepreneurs in developing countries. Ralph frequently speaks at conferences and has authored a variety of publications. Ralph earned a degree in Business Management from Goucher College.

Rasa Smaliukienė is Professor of Management and Public Administration at Lithuanian Military Academy and the Chair of the Management Department. Her research interests focus on leadership development, interfaces between organizational behavior and entrepreneurship. Rasa is the Director for the Masters of Science in HRM degree program. She has lectured management internationally as a visiting professor at more than 10 European universities. Her work on leadership development has been nationally recognized and supported.

Dr. TEGTMEIER, SILKE

Since 2009 Dr. Silke Tegtmeier is post doc researcher at Leuphana University of Lueneburg, Germany. From 2009 to June 2013, she was located at the Department of Entrepreneurship and Start-up Management. Since July 2013, she has been working at the project "EXIST – Entrepreneurial Culture" funded by the Federal Ministry of Economics an d Technology in Berlin. Since 2011, Dr. Silke Tegtmeier is member of the Board of Directors of the European Council for Small Business & Entrepreneurship (ECSB). She leads the Leuphana Conference on Entrepreneurship, an international forum for researchers, educators, entrepreneurs, policy makers and students, hosted in Lueneburg, Germany.

Since university in Cape Town in South Africa’s turbulent 1980s, Margie has been passionate about finding innovative ways to tackle the challenges of education for young people and economic development opportunities for adults. Margie’s concern for unemployed people saw her co-founding the Triple Trust Organisation in 1988, an NPO established to assist South Africans margin alised by apartheid to establish businesses. In 2008 Margie joined the Allan Gray Orbis Foundation. Its mission is to promote progress through entrepreneurship in an integrated Southern Africa by fostering high impact leaders and entrepreneurs. Currently Margie consults, mentors and assists on various boards.

Publications

All accepted papers will be available in the IEF Conference CD ROMs which will have an assigned ISSN number (2070 - 6944). In order for us to ensure the publication of the proceedings in time all participating delegates who will be presenting papers are requested to co-operate by completing and submitting their papers on time.
